The seventh session

The House of Representatives held its seventh session of the first semester of the third legislative year, the fourth electoral cycle, headed by Mr. Muhammad al-Halbousi, Speaker of the House, on Tuesday (9/22/2020) and in the presence of (168) deputies. United Framework for Climate Change 1992 and ended the first reading of two laws and the second reading of three laws.

First session

The House of Representatives held its first session of the first semester of the third legislative year of the fourth electoral cycle, headed by Mr. Muhammad al-Halbousi, Speaker of the House, on Saturday (5/9/2020) and in the presence of (210) deputies.
The session included a discussion of the legal committee report on the multiple departments of the House of Representatives' election law, and ended the first reading of the draft law amending the Federal Supreme Court Law No. (30) of 2005 and the Cabinet and Ministries Law and the second reading of the First Amendment Law of the Public Prosecution Law No. 49 of 2017.

Hassan Kareem the first deputy of the Parliament President
2018-09-15
The Council of Representatives headed by the Senior President had ended the process of voting of a first deputy position of the president of the chamber by a vote of 281 deputies. The deputy of ‘Alliance Towards Reforms’ had elected Hassan Kareem for the position of first deputy for president of the chamber who obtained a 210 vote through his ongoing session conducted on September 15th, 2018.

Al-Halbousi President for the Iraqi Council of Representatives

The deputy Muhammad al-Halbousi had won after completing the counting process of the secretive voting. He obtained a 169 vote. This number of votes had qualified him to take over the council as a representative of the absolute majority (half+one) of a number of the council members 329 deputy, through his first resumed session on September 15th,2018.a

Major breaches had occurred during the running of the session. The Prime Minister transformed from a host to a director of the session. The Senior President did not pay attention to the objections of the deputies nor to their points of order which was put forward; that led to tension and lack of discipline in the session course despite of its constitutional breaches.

Council of Representatives resumed the ongoing session with a new constitutional breach

Council of Representatives had resumed the first ongoing session of the first legislative term for the first legislative year on Saturday, September 9th,2018. It was conducted based on the invitation of the Senior President of the council by a new constitutional breach as it was not devoted on what stated in the article No.55 of the Iraqi Constitution “The Council of Representatives shall elect in the first session a president then a first deputy then a second deputy by an absolute majority of a number of the council’s members by direct secret election”.
