The Council of Representatives held on 20/6/2013 the second session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 192 MPs.
- The committee of high education read a statement in which it mourned martyrs students of University of Imam Sadiq after a terrorist incident targeted husseiniya Habib Bin Mudaher Al-asadi, pointing out that the heinous crime that left more than 30 martyrs of students during the exams aims to sow disunity and stirring sectarian sedition.
- The Presidency decided to postpone voting on appointing Mr. Raad Jalil Zarzis Matty Kacha Chi as a head of the Divan of Endowments of the Christian, Ezidian and Sabian Mandaean Religions in the rank of minister at the request of the committee of endowments and religious affairs until the submission of the names of candidates for the presidency of the Shiite and Sunni endowments and vote on them at once.
- The Council voted on accepting the resignation of MP Ali Al-Tamimi from the membership of the Council of Representatives.
- The Council postponed voting on appointing Dr. Ali Shydk Sarut Al-Zubaidi the post of adviser in the Ministry of Education to another session.
- The first reading of draft law on ratification of the convention on partnership and cooperation between the Government of the Republic of Iraq and EU signed in Brussels on 11/5/2012, submitted by the committees of foreign relations and legal.
- The first reading of draft law on ratification of the convention on economic cooperation and trade development between the Government of the Republic of Iraq and the Government of Czech Republic, submitted by the committees of foreign relations, economy and investment.
- The first reading of draft law on ratification of the convention on cultural cooperation between the Government of the Republic of Iraq and the Government of the Republic of Ukraine, submitted by the committees of foreign relations, culture and media.
- The Council discussed the visit of the delegation of the committee of human rights to Netherlands to brief the reality of Iraqi refugees who the Dutch authorities intend to forcibly return them to Iraq.
- The Council voted on the resolution of the committee of human rights to solve the problem of migrants which provides for opening ways to communicate with the Dutch official side and confirming to reject the forced return without providing the means of a comfortable life in Iraq, in addition to demanding the Ministry of Foreign Affairs to provide a comprehensive database for the Iraqis who have been accepted or rejected their asylum requests. As well as write a letter to the Dutch side to evaluate the current situation for refugees and form a parliamentary delegation to meet the Dutch delegation which will visit Iraq next month.
