The Council of Representatives held on 18/7/2013 the eighth session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 236 MPs.
- The Presidency decided to postpone voting on the draft law of treaties conclusion submitted by the committee of foreign relations.
- The Presidency postponed voting on the proposed law of Iraqi national anthem submitted by the committee of culture and information until reaching an agreement among the parliamentary blocs.
- Voting on the draft law of Ministry of Foreign Affairs submitted by the committee of foreign relations.
- The first reading of the draft law on ratification of the convention on multimodal transport of goods among the Arab countries submitted by the committees of foreign relations, services and construction.
- The parliamentary committee formed on the problem regarding the incidents in Diyala recited a statement in which it condemned all the terrorist and criminal operations that targeted innocent people in the province, stressing on the importance to contain the crisis and follow the ways that prevent the sedition, emphasizing that the unity of Diyala is a major goal.
- The Council voted on joining parliamentary committees to coordinate with the governmental committee in order to supervise on calming the situation in Diyala.
- The second reading of the draft law on ratification of the convention on organizing the maritime navigation in Khowr Abd Allah between the government of republic of Iraq and the government of state of Kuwait submitted by the committees of foreign relations and legal.
- The second reading of the draft law on ratification of the convention on encouragement and protection of investment between the Government of the Republic of Iraq and the Government of Japan submitted by the committees of economy and investment, and foreign relations.
- The second reading of the proposed law of engineering allocations submitted by the committees of finance, services and investment.
