On (11/21/2020), the House of Representatives held its twenty-third session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad al-Halbousi, and the session included:
The House of Representatives offered condolences for the death of the Governor of Erbil.
- The President of the Council welcomed the attendance of Mr. Nabil Abdel Saheb, Minister of Higher Education and Scientific Research, and the advanced staff in the ministry, to the council session, to discuss the expansion of academic seats.
- The Minister clarified that the total number of graduate studies programs from 2015 to 2020 amounted to 1193 to 1914 programs for all diploma, master and doctoral studies, indicating that the number of students accepted for postgraduate studies for this year is 18913 advanced, i.e. an increase of 7651 seats and an acceptance rate of 168% of the admission plan The approved ones are distributed over the three diplomas, which were included in the plan amounting to 11260, and other additional numbers outside the plan in medical, engineering, economic, science, human and agricultural specialties, noting that the percentage of those accepted for postgraduate studies is 43%, of 34,809 employees and 57% of non Employees, stressing the need for integration between the legislative and executive authorities to solve the outstanding problems related to higher studies.
- The Minister pointed out that the Ministry of Planning recommended suspending some specializations for one or two courses in some universities and resuming them at a later time and keeping the others open, provided that taking into consideration the spatial dimension and the number of graduates of this specialization.
- Mr. Hassan Al-Kaabi, First Vice President of the Council, indicated that the economic situation in Iraq makes it imperative for the government to control its resources.

- The interventions of the ladies and gentlemen of the representatives to call for effective solutions in order to expand the study seats and absorb the number of students inside Iraq by preparing the necessary places and supplies as well as increasing the seats allocated to the families of the martyrs and the popular crowd, and to accept graduates of the Sunni and Shiite endowments in postgraduate studies.
- The Minister of Higher Education and Scientific Research responded to the interventions and indicated that the problems and complaints raised in them are legislative and other financial and administrative aspects that require studying them to find possible solutions to them, especially the establishment of joint workshops between the competent parliamentary committees and the Ministry of Higher Education, adding that the Ministry has completed all tests for advanced students For postgraduate studies.
- The announcement of His Excellency the Minister of Higher Education and in response to the recommendations of the ladies and gentlemen of representatives to expand two seats for public and private expenditures, families of martyrs and political prisoners, and one seat for the White Army cadres.
MP Faleh Al-Sari addressed an oral question to the Governor of the Central Bank of Iraq during his presence at the session.
