Session Report
 The House of Representatives held on (12/7/2020) its twenty-fourth session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Hassan Al-Kaabi, and the session included:

 - Representative Hassan Shaker recited a memorial statement on the death of MP Hussein Al-Zuhairi, recalling the positions of the late during his struggle and professional life, after which the Council read Surat Al-Fatiha as a tribute to the deceased Representative Al-Zuhairi.



 - The Parliamentary Order No. 62 Committee on contracts of the Ministry of Electricity reviewed a report in which it indicated that the formation of the committee came as a result of the deterioration of electrical energy, the continuous deterioration and the accumulated failures in it, as well as the existence of suspicions of administrative and financial corruption in this sector.



 - The committee clarified that it had received hundreds of complaints and news about suspicions of corruption and waste of public money in the electricity sector, and many of them came from within the Ministry of Electricity, adding that it “held 8 meetings and more than 20 hosting with employees from inside and outside the ministry to listen to various insights and problems related to the electricity sector  .

 
 - The report of the committee revealed a loss of electrical energy and public money as a result of the failure of successive governments to follow rational policies in dealing with this file, noting the participation of the institutions of the Federal Office of Financial Supervision and the Integrity Commission in the tasks of the committee.



 - Recording approximately 24 notes that included cases of default and suspicions of corruption, the most important of which was the failure to match the remaining amounts for a number of contracted projects, the referral of the file to the Integrity Commission and the continued depletion of the state’s public treasury by granting sovereign debt guarantees to a number of foreign and local companies contracting to establish gas stations.  Natural.

 
 - The recommendation of the Parliamentary Committee to oblige the Ministry of Electricity to implement the projects of converting the simple cycle to the combined cycle of all gas stations according to the data of the economic feasibility study and work to complete the stalled and lagging projects that did not work with their design capacity before and after 2003, which in the event of completion can obtain energy not less than (  14,000) mW.

 - The committee's stress on the need to hold accountable and punish everyone who is proven by investigations by failing or causing the waste of public money or failure to develop and qualify the electrical sector to the required level, in addition to inviting the Supreme Judicial Council to consider the cases brought against officials in the Ministry of Electricity in an urgent manner or the creation of a temporary specialized court to consider  These lawsuits because of their great effect in deterring those responsible for wasting public money.



 - The interventions of the ladies and gentlemen of the representatives on the need to legislate the government contract law, disclose the names of those accused of corruption in the Ministry of Electricity to the public opinion to find out who caused the waste of public money, and the call to follow up the Ministry’s work for the recommendations presented by the committee, in addition to following up the investigation procedures with the Supreme Judicial Council.
 

 - Mr. Bashir Al-Haddad's affirmation of Parliament's commitment to continuing its oversight and investigative role through the parliamentary and audit committees in combating corruption in all institutions to reduce the waste of public money and serve the benefit of the people.



 - Postponing the first reading of the draft law amending the Companies Law No. 21 of 1997 submitted by the Economic and Investment Committee at its request.



 - The first reading of the draft law amending the Public Health Law No. 89 of 1981 submitted by the Health and Environment Committee.



 - Instructing Mr. Hassan Al-Kaabi to form a parliamentary committee that includes deputies from the Health, Human Rights, Legal and Integrity Committees to follow up the work of the governmental committee formed to combat corruption and important crimes and for the purpose of verifying complaints received by Parliament regarding legal violations and violations of human rights.



 - The second reading of the draft law on retirement rights for deceased persons with medical and health professions as a result of the response to Corona virus, submitted by the Health, Environment and Finance Committees.



 After that, it was decided to raise the session to next Wednesday 9/12/2020
