The House of Representatives held on (12/19/2020) its thirty-second session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Hassan Al-Kaabi and in the presence of (178) representatives, and the session included:
- The second reading of the proposed law against torture submitted by the Human Rights Committee.
- The Second Deputy of Parliament, Mr. Bashir Al-Haddad, presided over part of the session.
- The interventions of the ladies and gentlemen of the deputies, which emphasized the necessity of enacting the law to consolidate human rights in Iraq and to address the mistakes that occurred as a result of wrong dealing with people, especially in the investigation departments, in addition to the criminal acts pursued by terrorist organizations.
- The response of the concerned committee to the interventions and its full readiness to take the opinions presented into consideration in order to mature the law in a discreet manner and enact it as soon as possible, indicating that Iraq is bound to legislate this law due to its association with international and international agreements.
- The second reading of the First Amendment Proposal to the Inmates and Depositors Reform Law No. 14 of 2018 submitted by the Human Rights Committee.
- Calling upon the interventions of the ladies and gentlemen of the deputies to the importance of observing dealing with prisoners and applying the principles of human rights, in addition to reviewing the provisions of the law in a manner that guarantees internal security and peace, especially in dealing with terrorist prisoners.
- Directing Mr. Bashir Al-Haddad to form a representative delegation that includes a member of the Presidency of the Council and the Human Rights Committee to conduct a field visit next week to prisons, to find out the reality of inmates and detainees.
- The second reading of the Iraqi Coders Syndicate Law proposal submitted by the Committee of Civil Society Institutions and Parliamentary Development.
- The second reading of the proposed law of the third amendment of the Law of Accountants and Auditors Association No. 185 of 1969 submitted by the Finance Committee.
- The second reading of the First Amendment Bill to the National Oil Company Law No. 4 of 2018 submitted by the Petroleum, Energy and Natural Resources Committee.
Focusing the interventions of the ladies and gentlemen of the representatives, on demanding deliberation in legislating amending the law due to its importance and continuing to discuss it in order not to contradict the constitution and hosting experts in the field of oil to consult them and benefit from their opinions, and to call for fairness and social justice among Iraqis in the distribution of national wealth.
- Inviting the concerned committee, ladies and gentlemen, to present their proposals and observations on amending the law of the Iraqi National Oil Company for study in order to make the law mature.
- The council concluded its session with a general discussion paragraph, by calling for an expanded economic conference attended by experts and specialists in economic affairs that would contribute to finding solutions and alternatives for a solid financial policy and reduce the burden on citizens, in addition to calling on the government to reconsider the contracts concluded by the Iraqi air force before 2003, And the call to host the Prime Minister, Minister of Finance, and Governor of the Central Bank in a special session to find out the reasons for the rise of the official currency exchange rate and its repercussions on the livelihood of the Iraqi citizen, in addition to the demand not to prejudice the salaries of employees and retirees.
