On (3/1/2021), the House of Representatives held its thirty-eighth session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad al-Halbousi, with 180 attendees, and the session included:
- The House recited Surat Al-Fatiha in the spirit of Representative Aram Naji, who passed away due to the complications of Corona virus and on the souls of the martyrs of Iraq and Nasiriyah.
- Mr. Al-Halbousi condemned, in the name of Parliament, in the strongest terms, the attack that MP Ghaleb Muhammad Ali was subjected to in Sulaymaniyah, calling on the security authorities in the Kurdistan Region to uncover the perpetrators and bring them to justice.
- Voting on the draft law of the Yazidi female survivors submitted by the Committees of Martyrs, Victims, Political Prisoners, Human Rights, Women, Family, Childhood, Legal, Labor, Social Affairs, Immigration and the Displaced.
- The first reading of the draft law on confronting the Corona pandemic submitted by the Health and Environment Committee.
- A number of representatives from the Al-Fateh parliamentary bloc read a statement denouncing the targeting of the Popular Mobilization Forces stationed near the Iraqi-Syrian border by the American forces, calling on the Iraqi government to take the necessary measures to preserve the blood of the people of the Popular Mobilization Forces and to file a formal complaint against these heinous US actions.
- A number of deputies from the parliamentary bloc of the Kurdistan Democratic Party read a statement in memory of the death of Representative Aram Naji and Mr. Rose Nuri Shaways, the former Deputy Prime Minister, recalling their struggle and professional role during their political and parliamentary careers.
- Representatives of the Al-Amal Parliamentary Alliance read a statement indicating the heinous crime that Representative Ghaleb Muhammad Ali was subjected to after he was stabbed with a white weapon in the city of Sulaymaniyah.
- A number of MPs read a statement regarding justice for the families of the martyrs, wounded and political prisoners who were victims of the previous regime, and granted them their entitlements according to the enacted and enforceable laws, calling for their rights to be granted and their inclusion in the General Budget Law for 2021.
- Mr. Al-Halbousi directed to hold a joint meeting tomorrow, Tuesday, that includes the Presidency of the Council of Representatives with the heads of parliamentary blocs to discuss the two draft laws of the general budget and the Federal Court.
- Voting on the draft law on the accession of the Republic of Iraq to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Existing on the Continental Shelf for the year 1988 and submitted by the Committees on External Relations, Security, Defense, Agriculture, Water and the Marshlands.
- To postpone the vote on the third amendment bill to the Law of Implementation of Irrigation Projects No. (138) for the year 1971 submitted by the Agriculture, Water and Marsh Committee.
- Postponing the vote on the proposal for the third amendment to the Law of Accountants and Auditors Association No. (185) for the year 1969 submitted by the Finance Committees and Civil Society Institutions and Parliamentary Development at the request of the government.
- The second reading of the draft law on the accession of the Republic of Iraq to the Patent Cooperation Treaty (PCT) of 1970 submitted by the Committee on Foreign Relations.
- The second reading of the draft law amending the Public Health Law No. (89) of 1981 submitted by the Health and Environment Committee.
- To vote on forming an investigative committee that includes representatives from the Parliamentary Integrity and Regional Committees, in addition to representatives from the Integrity Commission, the Financial Supervision Bureau and the Public Prosecution Office to investigate facts about corruption files in breaches and irregularities committed in Salah al-Din Governorate after the press statements made by the Governor of Salah al-Din that there is tampering and wasting in Public money.
