On (29/6/2021), the House of Representatives held its second session of the second legislative term for the third year, the fourth electoral session headed by Mr. Muhammad al-Halbousi, in the presence of (186) and the session included:
-Voting on the members of the Federal Court of Cassation after their names are nominated by the Supreme Judicial Council.
The House of Representatives recited a statement condemning the American attacks against the Iraqi forces stationed near the Iraqi-Syrian border, which led to a number of martyrs and wounded, calling on the government to take the necessary measures to prevent the recurrence of these attacks and to end the presence of the American forces in particular, in implementation of the Parliament’s decision to expel foreign forces from Iraq.
-The House of Representatives recited Surat Al-Fatihah, in sympathy for the martyrs of Iraq.
-The President of the Council directed to host the Minister of Electricity by the Parliamentary Oil and Energy Committee to discuss the deterioration of the level of electric power in the country.
- Voting on the draft law ratifying the air transport agreement between the Republic of Iraq and the government of the Kingdom of Saudi Arabia, submitted by the Committees on Foreign Relations, Services and Construction.
-Postponing the vote on the proposed Sports Clubs Law submitted by the Youth and Sports Committee until the objections to it are discussed.
- Postponing the vote on the proposed law to protect the human rights employee, submitted by the legal committees, civil society institutions and parliamentary development, at the request of the legal committee.
- President al-Halbousi instructed to direct a verbal question to the Minister of Agriculture regarding the words attributed to the minister by attacking one of the female representatives to find out her name and what is the legal article that authorizes him to use force against citizens.
- The first reading of the Twenty-First Amendment Bill to the Owners Law No. (25) for the year 1960, submitted by the Finance and Integrity Committees.
- The first reading of the proposed law of the Syndicate of Health Professions submitted by the committees of civil society institutions, parliamentary development, health and the environment.
- The first reading of the draft law on statistics and geographic information systems submitted by the Committee to monitor the implementation of the program and strategic planning.
-Hosting Mr. Ihsan Abdul-Jabbar, Minister of Oil, after the council voted to add the hosting clause to its agenda.
-Mr. Hassan Al Kaabi presided over part of the session.
- Mr. Hassan Al-Kaabi, First Deputy Chairman of the Council, welcomed the presence of the Minister of Oil, to answer two questions, namely, the presence of a statement attributed to him that some deputies interfere in the work of the ministry outside the legal frameworks, and the failure to equip stations belonging to the Ministry of Electricity with fuel, which led to their stopping production.
-The Minister of Oil clarified that his statement was made to the Associated Press, in addition to a press interview with the Asia satellite channel, in which he mentioned that 95 percent of women and gentlemen deputies deal positively and supportive of the ministry’s work, while he added that 5 percent interfered with the ministry’s work, noting that the ministry All electrical stations were supplied with fuel, and the reason for stopping some stations was due to the high price of a kilowatt unit on the Ministry of Electricity.
-The Oil and Energy Committee inquired about the reasons for referring the Al-Faw refinery to an unreliable Chinese company despite the presence of other more efficient companies, in addition to its question about the delay in starting the fifth licensing round, and the reason for granting a security permit to enter a Chinese person responsible for an oil field despite the presence of security notes on him, in addition To the question about the inability of the ministry over these years to meet the needs of the local market for gas.
-In his response, the Minister indicated that four major companies were submitted in 2015 to invest in the Al-Faw refinery, but most of them withdrew, while the Chinese company remained, and it is one of the major companies affiliated with the Chinese government, indicating that the ministry will terminate the work contract of the Chinese person for his lack of commitment and ability to manage the field, explaining the existence of Notes on the referral mechanism for the licensing round, diagnosed by the Parliamentary Integrity Committee.
- The Speaker of the House of Representatives, during the hosting, directed the Minister of Oil to provide accurate data and clear answers to the Council within a specified period, especially after the Speaker’s inquiry about several questions, the most important of which are the quantity of oil and gas derivatives that Iraq imports annually and the number of planned refineries that will enter service, in addition To the state's plan to invest in gas and associated gas and the number of state-owned or contributing refineries, as well as providing full priorities for the Turkish electricity line, the offers submitted, competing companies, the Basmaya contract and recurring contracts.
- Mr. Al-Halbousi called for a hosting contract on Wednesday, July 7, in the presence of the Ministerial Council for Energy with the concerned parliamentary committees to discuss the interventions and inquiries put forward by the ladies and gentlemen of the parliament in today's session.
Then it was decided to adjourn the session to next Thursday 1/7/2021.
