 On (9/26/2020), the House of Representatives held its ninth session of the first legislative term for the third year, the fourth electoral cycle headed by Mr. Muhammad Al-Halbousi and it was attended by (180) deputies, the session included: 

 - The Parliamentary Legal Committee read out its report on electoral districts, noting that it approached the heads of political blocs for the purpose of presenting its proposals regarding the mechanism for dividing multiple electoral districts, expressing its support for the numbers of an attachment to the constituencies within the basis of defining a unified standard for all governorates of Iraq and not excluding any governorate from the criterion, without delaying Any governorate through the mechanism of distributing electoral districts, in addition to ensuring a balance between districts in terms of their size, to be similar to the number of seats within the electoral districts, and to ensure the achievement of the women's quota.

 - The Parliamentary Committee's affirmation of the commitment to geographical proximity and the diversity of components within each governorate and the adoption of the principle of transparency and justice when distributing electoral districts, as well as relying on the 2010 population statistics issued by the Ministry of Planning and the proposal to conduct elections by adopting the biometric card exclusively based on the demands of a number of ladies and gentlemen.

 - The President of the Council stressed on the importance of completing the electoral districts of the law as it is in the interest of society and political forces, noting that the Presidency of the Council is ready to present proposals at any time on the condition of achieving social justice and giving priority to the national interest by setting standards adopted by the street, especially the demands of the demonstrators in addition to a proposal to set standards  Especially for some provinces and taking into account the mechanism of distributing districts without selectively, calling on everyone to take responsibility and vote to complete the legislation, and in the event of failure to achieve consensus between the political blocs, the Council will resort to a decisive public vote.

 - The council voted on the proposals for the electoral district distribution mechanism, which stipulated “the obligation to adhere to the geographical contiguity and the diversity of the components within each governorate and to adopt the principle of transparency and justice when distributing electoral districts. No governorate may be postponed from the electoral district distribution mechanism for any reason whatsoever.  2010 issued by the Ministry of Planning to achieve the provisions of Article (49) of the Constitution and to define a unified standard for all governorates of Iraq and not exclude any province from the aforementioned standard while preserving the rights of representation of the components.

 - Postponing the vote on completing the electoral districts to Saturday, October 10th, based on a request by a number of council members.

  the session was adjourned to September 27th.
