Sixteenth session 2024-10-31 The Iraqi House of Representatives held its sixteenth session on Thursday, 31/10/2024, in the presence of 271 deputies, headed by Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, and it was allocated to elect the Speaker of the House.
MP Salem Al-Issawi, MP Dr. Mahmoud Al-Mashhadani, MP Talal Al-Zobaie and MP Amer Abdul-Jabbar were nominated to occupy the position of Speaker of the House.
The election process took place by two rounds, the first round was the results of which were that MP Dr. Mahmoud Al-Mashhadani obtained 153 votes, MP Salem Al-Issawi obtained 95 votes, MP Amer Abdul-Jabbar obtained 9 votes, while the number of invalid votes reached 14 votes, and thus according to the rules of procedure, none of the candidates obtained the majority, which called for the House to hold a second round in which the highest candidates participated in the votes, namely (MP Dr. Mahmoud Al-Mashhadani / MP Salem Al-Issawi) and after counting the votes, MP Dr. Mahmoud got Al-Mashhadani received 182 votes, MP Salem Al-Issawi got 42 votes, MP Amer Abdul-Jabbar got 8 votes, while the number of invalid papers reached 39 votes, and thus MP Dr. Mahmoud Al-Mashhadani will be Speaker of the House for the remainder of the life of the session
The House of Representatives holds its fourteenth session of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Sunday 27/10/2024, in the presence of (174) Representatives, and the session included the following.
-Postponing the vote on four laws, which are on the agenda of the session.
-The House completed the first reading of the draft law on the protection of intellectual property submitted by the committees of culture, tourism and antiquities, legal, strategic planning and federal service, higher education and scientific research.
The House of Representatives held its thirteenth session of the second semester of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House on Tuesday 1/10/2024, and in the presence of (170) Representatives, which included the following session:
-Postponement of the vote on the draft law on the ratification of the Air Transport Services Agreement between the Government of Iraq and the Government of the Russian Federation, submitted by the Foreign Relations Committee.
-First reading of the proposed law on the protection and improvement of the environment submitted by the Health and Environment Committee.
The House of Representatives holds its eleventh session of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Tuesday 17/9/2024, in the presence of (186) Representatives and the session included the following.
-Voting on the draft law on the first amendment to the Martyrs Foundation Law No. 2 of 2016 submitted by the Committee of Martyrs, Victims and Political Prisoners.
-The second reading of the draft law on service and retirement for the Mujahideen of the Popular Mobilization Commission submitted by the security, defense, legal, and financial committees, martyrs, victims and political prisoners.
-Second reading of the draft law on the ratification by the Republic of Iraq of the Agreement on the Avoidance of Double Taxation with respect to Taxes on Income on Capital and the Prevention of Tax Evasion and Avoidance between the Governments of the Republic of Iraq and the Government of the Kingdom of Saudi Arabia, submitted by the Foreign Relations Committee.
-The Chairman of the Foreign Relations Committee noted that the Committee hosted the Minister of Finance and the Chairman of the Tax Authority to discuss the agreement and the statement of the views of the two sides in the field of double taxation and the extent to which it achieves benefit to Iraq.
The House of Representatives held its tenth session of the second semester of the third legislative year of the fifth electoral session under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House on Monday16/9/2024, and in the presence of (180) Representatives, which included the following session:
-Postponing the vote on the draft law on the return of real estate to its owners covered by some decisions of the dissolved Revolutionary Command Council until the political blocs reach a compromise formula.
-Calling on Mr. Mohsen Al-Mandalawi, Acting Speaker of the House, to participate in the meetings to be held this week to reach an acceptable version of the draft law and vote on it.
-Voting on the draft law on the lease of agricultural land submitted by the Committee on Agriculture, Water and Marshes.
-Second reading of the proposed law amending the Personal Status Act No. 188 of 1959, submitted by the Legal Committees and Women, Family and Childhood.
-The second reading of the draft law on the second amendment to the General Amnesty Law No. (27) of 2016 submitted by the legal, security and defense, and human rights committees.
The House of Representatives holds its ninth session of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Sunday 1/9/2024, in the presence of (170) Representatives, and the session included the following.
-First reading of the proposed law on the preservation of cultural heritage submitted by the Committee on Culture, Tourism, Antiquities and Information.
-First reading of the draft law on the repeal of the law ratifying the Agreement on Economic Unity among the States of the League of Arab States No. 169 of 1963, submitted by the Foreign Relations Committee.
-Second reading of the draft mental health law submitted by the Health, Environment and Legal Committees.
-The House began the first reading of the draft civil aviation law submitted by the Transport and Communications Committee.
