On (11/9/2023), the House of Representatives held its thirteenth session of the second legislative term of the second legislative year of the fifth electoral cycle, headed by Muhammad Al-Halbousi, in the presence of (178) representatives, and the session included:
-Postponing the vote on the draft law on the second amendment to the Personal Liability Insurance Law for Employees of State Departments and the Public Sector No. (47) of 1990 submitted by the Legal and Financial Committees until the draft law is matured.
-First reading of the draft mental health law submitted by the Health and Environment Committee
Part of the session was chaired by Dr. Shakhwan Abdullah, Vice-Speaker of the House of Representatives
-First reading of the Birth and Death Registration draft law submitted by the Health and Environment Committee.
-First reading of the draft law granting employees regular leave, submitted by the Legal Committee.
-The second reading of the draft anti-terrorism law submitted by the legal, security, defense, and human rights committees.
-The interventions of the ladies and gentlemen of the representatives focused on the need to reconsider some articles of the law, including the definition of crime, the tools by which crimes are committed and the penalties contained in the law, and the need to include the rejection of intellectual and sectarian extremism and encourage humanitarian principles and include them in school curricula
-Postponing the second reading of the draft law of the Iraqi National Intelligence Service at the request of the Parliamentary Security and Defense Committee.
