The Council of Representatives held its fifth session on 24/3/2025 of the first legislative term of the fourth legislative year of the fifth electoral cycle, presided over by the Speaker Mahmoud Al-Mashhadani, with the attendance of (170) deputies. The session included: -Mr. Ahmed Al-Masari took the constitutional oath to assume membership in the Council, replacing Deputy Ahmed Al-Mashhadani. -The postponement of the vote on the draft law for the fourth amendment to the Industrial Investment Law for the private and mixed sectors, No. (20) of 1998, submitted by the Committees on Economy, Industry and Trade, and Investment and Development. Mr. Mohsen Al-Mandalawi presided over part of the session. -The Temporary Parliamentary Committee responsible for monitoring the preservation of state properties read its report, which included its vision for preserving the state’s real estate assets and recommendations to amend legislation to address flaws in contracting procedures related to real estate files and automation. It noted hosting several officials from concerned departments, revealing procedural and legislative gaps, such as the absence of a unified vision among relevant institutions, lack of modern management methods, absence of complete, accurate, and updated databases, continued use of primitive methods, escalation of loss, damage, and record tampering, lack of file preservation, and the failure to keep pace with electronic automation systems or any corrective initiatives to use modern technology in organizing real estate assets. -The Temporary Parliamentary Committee recommended directing the oversight efforts of parliamentary committees to the real estate assets files of state institutions within their jurisdiction, coordinating with the Committee for Preservation of State Properties until recommendations are completed. It also recommended re-evaluating employees involved in the real estate file, from division head upwards, to ensure job requirements and transparent competition among qualified candidates for the position. It urged parliamentary committees to review legislation related to real estate properties and propose legislation or amendments in coordination with the Committee for Preservation of State Properties, the executive authority, and to prepare a comprehensive strategy for managing state real estate assets supervised by the Prime Minister, with participation from the Ministries of Planning, Justice, Finance, and relevant bodies, considering the contents of the Committee’s report. -The first reading of the draft law of the Popular Mobilization Authority submitted by the Security and Defense Committee. -The first reading of the draft law to repeal the law ratifying the agreement exempting holders of diplomatic and service passports from entry visas between the Governments of Iraq and Cyprus, No. (26) of 2023, submitted by the Foreign Relations Committee. Dr. Shakhwan Abdullah presided over part of the session. -The second reading of the proposed law for the fourth amendment to the Law on the Gradation of Medical and Health Professions No. (6) of 2000, submitted by the Health and Environment Committee. The session was then adjourned until the next day, Tuesday. |
