Session Details
On (28/9/2022), the House of Representatives held its second session of the second legislative term of the first legislative year of the fifth electoral cycle under the chairmanship of Mohammed Al-Halbousi in the presence of (240) representatives and the session included:
- The session was opened by the Vice- Speaker of the House of Representatives, Dr. Shakhwan Abdullah.
- Reading the request for resignation submitted by the Speaker of the House.
- Voting of renewing confidence in the Speaker of the House of Representatives, Mr. Mohammed Al-Halbousi, by 220 representatives to reject the resignation, while 13 representatives voted to approve the resignation out of 235 votes.
- The Vice-Speaker of the House, Dr. Shakhwan Abdullah, opened the door of candidacy for the position of First Vice Speaker of the House, where each of the gentlemen representatives Mohsen Al-Mandalawi, Yasser Al-Husseini and Bassem Al-Khashan applied for candidates for the position.
- The House read Surah Al-Fatiha on the souls of the martyrs of the recent protests, calling on God for mercy for the victims and speedy recovery for the wounded.
- The House chose Representative Mohsen Al-Mandalawi as the first Vice-Speaker of the House after he received (203) votes, while Representative Bassem Khashan received (17) votes and Representative Yasser Al-Husseini received (7) votes out of 240 votes, while the number of invalid papers was (13) papers.
- The Speaker of the House of Representatives presented the legal review submitted by the Legal Counsel of the House and the Counsel on Parliamentary Affairs and requested a statement of legal opinion on the resignation of the members of the Sadrist Bloc, in which they asked the House to discuss the issue of resignation and to indicate the opinion of ladies and gentlemen members of the House in this regard.
- Al-Halbousi confirmed the need to find a solution and the need to be careful as the House of Representatives to be representing all the people, calling on the political forces to sit at the same table to find a political way out for the country at the executive and judicial level and to emphasize the work to bring together the political parties.
- President Al-Halbousi instructed the House committees to resume their work and work to host ministers in the caretaker government and those concerned with it, follow up the stages of implementation of the Food Security Law and other laws, submit their report and take responsibility before the people and restore the supervisory role of the House.
