The House of Representatives held its eleventh session of the second legislative term of the first legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, speaker of the house of representatives on (19/11/2022) In the presence of (223) representatives, and the session included:



-The House of Representatives recite Surat Al-Fatihah on the souls of citizens who were victims of the gas pipeline explosion in Sulaymaniyah governorate.


-Second reading of the partnership draft law between the public and private sectors submitted by the Economy, Industry and Trade and Finance Committees.


The part of the session which was chaired by the First vice Speaker of the House of Representatives Mohsen Al-Mandalawi.


-The Interventions of the ladies and gentlemen of the representatives focused on the demand to amend each of the fourth, fifth, ninth, tenth and twelfth articles of the law to serve the raison d'etat of the country's economy and local employment by encouraging citizens to work in the private sector and commitment to secure their retirement rights when legislating the partnership law between the two sectors, At the same time, a number of ladies and gentlemen expressed their concerns about the legislation of the law as inappropriate and encouraging for the economic sector in the current circumstance, which contains fears of undermining economic activity and grants broad powers to the Secretary-General of the Council of Ministers and the associate , as well as that the interventions included fears of wasting the property and wealth of the state and a large layoff of employees, in addition to calling for reconsidering the draft law and correcting it In line with the principles of the constitution and the economic interest of Iraq.

 
-The speaker of the house of representatives directed the parliamentary committee on the partnership draft law between the public and private sectors to consider the parliamentary request submitted to reject the law or proceed with Its legislation in order to submit it to a vote.

- Postponing the second reading of the third amendment to the draft Law of the Imam Azam college law No. (19) of 1997 submitted by the Endowments and Tribes Committees and Higher Education and Scientific Research to next Monday session.


- Second reading of the draft law of the National Authority for Nuclear, Radiological and Chemical and Biological Regulation submitted by the Health and Environment Committees and Higher Education and Scientific Research.

The part of the session which was chaired by Mr. Shakhwan Abdullah, Vice-Chairman

- The Interventions of the ladies and gentlemen of the representatives focused on demanding the prevention of overlapping powers between the National Authority, the Ministry of Environment and the Ministry of Health, and calling for the legislation of the law in a way that contributes to creating a safe environment for the safety of the Iraqi citizen and attracts specialized Iraqi competencies

- Second reading of the third amendment of the draft law on the implementation of irrigation projects law No. (138) of 1971 submitted by the Agriculture and Water Committee.


- A number of ladies and gentlemen of the  representatives demanded for the cancellation of the minutes concluded by the previous government related to the economic zone and the Rail roading, the selection of qualified personalities in the management of the Civil Aviation Authority, compensation for the marshes areas from the damage caused by water scarcity, their inclusion In Article 140, reducing the risks of the spread of drugs in society, standing firmly against gangs smuggling crude oil from transport pipelines to prevent them from stealing public money, recommending the federal government to address the housing crisis, and asking the administration of Kirkuk  governorate by providing white oil to citizens and ending their suffering from pollution resulting from the Kirkuk cement workshop, In addition to demanding to raise the minimum salaries for the retirees and include the victims of the explosion of the all Bnok area in Baghdad by the law of the Martyrs Foundation.

-Mr. Chakhwan Abdullah called for the need to include the allocations of Article 140 in the general budget for the year 2023 after the delay in their allocation in the past years.
