On (28/1/2023), the House of Representatives held its third session of the first legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, in the presence of (199) representatives, and the session included:
- First reading of the draft law on the accession of the Republic of Iraq to the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage of 1992, submitted by the Foreign Relations Committee.
- First reading of the draft law on the ratification of the Convention on the Avoidance of Double Taxation regarding Taxes on Income and the Prevention of Tax Evasion between the Government of the Republic of Iraq and the Government of the Netherlands Kingdom, submitted by the Foreign Relations Committee.
- Mr. Al-Halbousi announced the appointment of tomorrow, Sunday, for the House committees to start electing their chairmen and representatives.
- First reading of the draft law of the Institute for police commissioners preparation submitted by the Security and Defense Committee.
- The President referred to the House of Representatives to submit a letter of thanks to the Commander-in-Chief of the Armed Forces, the House Speaker, the government staff, the Governor of Basra and the President of the Football Association for their distinguished role in preparing for the Arabian Gulf Football Championship held in Basra Governorate and for their efforts in its success in a remarkable way that reflected an honorable and positive image of Iraq.
-Second reading of the draft law ratifying the Basic Cooperation Agreement between the Government of the Republic of Iraq and the United Nations Industrial Development Organization (UNIDO) submitted by the Foreign Relations Committee.
- The interventions of the ladies and gentlemen of the representatives, the demands focused on determining the privileges that will be granted to the United Nations or its employees, clarifying it, and demanding to host the concerned in the Ministry of Industry in the House of Representatives to know more details about the agreement.
-Second reading of the draft law on the accession of the Republic of Iraq to the Hague Regime of Private International Law submitted by the Foreign Relations Committee.
-The interventions of the ladies and gentlemen of representatives focused on the draft law on the need to review the regulations adopted by the Hague International System and to know the feasibility of joining it, especially since Iraq has legislation related to the family, childhood, adoption and personal status based on sharia law and does not conform to international laws.
- The House postponed the reading of the report of the fact-finding committee on the presence of chemical radiation in the Da'b fertilizer submitted by the Economy, Industry, Trade, Agriculture, Water and Marshes Committees.
- Representative Farouk Hanna read a statement on behalf of the Christian quota representatives in which he condemned the extremist Swedish citizen for a shameful act that is contrary to human values and the feelings of Muslims by burning the Holy Quran, pointing out that these acts do not represent the teachings of Christ and do not represent the orientations of Christians in the Middle East, but rather are political goals that call for stirring up hate speech and discrimination between composed peoples among themselves at a time when we need a discourse that emphasizes peaceful living and fights extremist ideas and the civilization of Mesopotamia is a witness to coexistence among all Iraqi components.
