On (4/3/2023), the House of Representatives held its ten session of the first legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi in the presence of (194) representatives and the session included: - Voting on the confirmation of Mr. Kamel Karim Al-Dulaimi as Chief of Staff of the Presidency of the Republic, Mr. Muhammad Nouri Ahmed as Director of the Office of the Speaker of the House of Representatives, Mr. Nazim Kazem Rasan as Director of the Office of the First Vice-Speaker of the House and Mr. Fahd Rasoul Jawad as Director of the Office of the Vice Speaker of the House of Representatives after adding a voting paragraph to the schedule of the session.
- Voting on the draft law on the third amendment of the College of Imam Al-Azam No. (19) for the year 1997, submitted by the Endowments and Tribes Committees and Higher Education and Scientific Research.
- The second reading of the proposed law on the third amendment to the Provincial and District Councils Elections Law No. (12) of 2018, submitted by the Legal Committees and the regions and governorates that are not organized in regions.
- The interventions of the ladies and gentlemen of the representatives the proposed law included a demand to merge the previous law with the current amendment to make one law clearer, in addition to organizing the law and determining the mechanism for calculating votes in the elections, and demanding a preference for the adoption of the long-term card to reduce fraud and waste of public money and the need to open electoral centers in the areas where the displaced are located, as well as emerging forces and independent deputies demands to abolish the Saint Lego law and adopt the multi-district system and the ratio of the highest votes to the winners, in addition to demanding that Amending the law on provincial council elections and separating it from the House of Representatives Law of 2020 as stipulated in the constitution, and calling for increasing the number of seats for the Yazidi, Sabean, Mandaeans, Shabaks, and Faili Kurds in some governorates in which they are present.

- The interventions focused on the demand for the adoption of the unified card in updating the electoral cards of citizens, calling for the adoption of the Saint Lego system by 1/4 in the mechanism for calculating votes, canceling elections abroad, determining the bachelor's degree as a condition for candidacy, deleting the word districts from the proposed law and replacing it with a mechanism for electing a mayor and district director, and the need for new voters, who number more than one million and a half, to obtain a long-term biometric card, and demanding that voting be limited to quota candidates within the same governorate and from the same component in fairness to represent them.
- Mr. Mohsen Al-Mandalawi directed the ladies and gentlemen of the representatives to follow-up the procedures of enacting the law by communicating with the concerned committee in order to submit opinions and proposals to it.
- Second reading of the draft law amending Order No. (15) of 2004 on the ownership of residential plots of land for employees of the Central Refineries Company / Dora (public company) submitted by the Oil, Gas and Natural Resources Committee.
Second reading of the first amendment draft law of the Ministry of Electricity Law No. (53) of 2017 submitted by the Electricity and Energy Committee.

- The interventions of the ladies and gentlemen of the representatives focused on the demand to reduce the amount of fines contained in the draft law or cancel it, in addition to the long-term and interest-free loans, and the call to target the beneficiary youth in the poorest areas to improve their economic and social reality
