On (4/5/2023), the House of Representatives held its twenty-third session of the first legislative term of the second legislative year of the fifth electoral cycle, headed by Muhammad Al-Halbousi, in the presence of (185), and the session included:
- The House adjourned the consideration of the appeals submitted on the validity of the membership of some ladies and gentlemen of representatives due to the lack of a two-thirds quorum for the members of the Council according to Article 52 of the Constitution.
- Voting on the draft law on the first amendment to the Law on Supporting Small Income-Generating Projects No. (10) of 2012, submitted by the Labor Committees and Civil Society Organizations and Finance
- Hosting the President of the State Council at the request of the Legal and Parliamentary Integrity Committees to inform and clarify Article 78 of the Rules of Procedure of the House of Representatives.
- The President of the State Council read in the hosting what it reads: "The State Council affirms the basic oversight role of the House of Representatives and its members, which is guaranteed by the Constitution with clear texts and confirmed by the provisions of the House of Representatives Law and its formations No. (13) of 2018, and that the right of the representative to request documents and information is based on the text of Article 15 first and second on the authority to conduct correspondence and communication, as well as Article 27/VII in implementation of the supervisory, legislative and representative role of the members of the House of Representatives.
- First reading of the draft law on accession to the statute of the Organization for the Development of Women in the OIC Member States, submitted by the Foreign Relations Committee.

- The second reading of the draft law dealing with the period of delivery of applications stipulated in Law No. (13) of 2016, the first amendment to the Law on the Belonging to Documents Bearing the Pseudonyms of the Displaced and Migrants No. (79) of 2012, submitted by the legal committees, regions and governorates that are not organized in a region, human rights, displaced person, and community reconciliation.
- A number of ladies and gentlemen of representatives in their interventions on the draft law demanding to extend the period for receiving applications and to reconstitute the committee in case of its cancellation so that a larger number of applications can be received.

- Second reading of the draft law on the accession of the Republic of Iraq to the Convention establishing the European Bank for Reconstruction and Development of 1990 submitted by the Foreign Relations Committee.
- The interventions of the ladies and gentlemen of the representatives focused on the demand to refuse to join this agreement as it will not provide support to Iraq and to avoid shackling the economy and development and the existence of tax exemptions in the law that contradict the government's vision in maximizing non-oil incomes and calling the economic, trade, legal and financial committees to study the terms of the agreement before proceeding with its legislation.
- The second reading of the draft law on the establishment of Halabja Governorate in the Republic of Ira submitted by the committees of regions and governorates that are not organized in a region and legal.
-In their interventions, the ladies and gentlemen of the representatives expressed their support for the legislation of the law on the establishment of Halabja Governorate for the great sacrifices it made and what it injured as a result of the chemical bombing during the former regime and the displacement and killing of its people as a result of urban and population expansion, in addition to asking the government to allocate a budget for the reconstruction of the city and the treatment of those injured by the bombing and the inclusion of victims in the Martyrs Law, similar to other governorates, as well as the proposal to the Prime Minister to create governorates, districts and districts as needed determined by the Ministry of Planning.
After that, it was decided to adjourn the session to next Saturday.
